Smooth Convening of the 16th Meeting of the Safety Production Work Committee of China Haisum Engineering Project

On December 1, the 16th meeting of the Safety Production Work Committee of China Haisum Engineering Project was held at the site of the relocation and renovation project of the 300,000-ton high-grade coated white cardboard machine of Phase II of the Guanhao High-Tech Specialty Paper and Coated Paper Industry Base Project in Zhanjiang. Zhao Guoang, Vice General Manager of Poly Sinolight, Secretary of the Party Committee and Chairman of China Haisum, along with Chen Zhiming, Vice President of the company, attended the meeting, as well as the main leaders of affiliated operating units, and relevant persons in charge of the headquarters Safety Production Supervision Department, Strategic Operation Center, Cost & Contract Center, and safety production departments of various operating units.

At the meeting, the safety production supervision department presented the China Haisum Annual Safety Production Summary and promoted the newly issued safety regulations. Various operating units reported on the safety production work of the current year and exchanged experiences on safety production special topics. Relevant persons in charge of CEC, GDE, Nanning Company, and China Light Industry Construction introduced the project overview and safety management.

Based on the safety management situation of various operating units, Chen Zhiming emphasized the following key tasks for the safety management department to help the company's safety management level reach a new level:

Firstly, it is necessary to effectively strengthen risk management awareness.

Establish and improve risk management systems to ensure that risks are under control.

Secondly, it is necessary to effectively enhance risk control capabilities.

Strictly control the qualifications of practitioners, strengthen the professional management team, and accelerate the use of information technology and intelligent means for control.

Thirdly, it is necessary to actively conduct risk investigation and governance work.

Actively help frontline grassroots solve practical difficulties, pay attention to ensuring safety production support in terms of personnel, finance, and materials, and ensure that the responsibility for the last mile is implemented.

Fourthly, it is necessary to effectively utilize accountability mechanisms.

Accountability must be thorough and not lax, and efforts must be made to prevent risks and implement safety production measures without compromise, firmly maintaining the bottom line of safety production.

Zhao Guoang put forward three opinions on safety work:

First, we must tighten the string of safety production and resolutely guard the safety red line.

It is necessary to implement the important instructions of General Secretary Xi Jinping, strengthen the sense of responsibility of "never feeling at ease" and the awareness of "resetting achievements every day", strengthen bottom-line thinking, implement responsibilities from all parties, always tighten the string of safety production, resolutely prevent safety accidents, and firmly fulfill the responsibilities within our own territory.

Second, we must strengthen the construction of essential safety capabilities and solidify grassroots safety management.

The key to safety work lies at the grassroots level; the foundation of risk prevention lies in the basics. All operating units must remain highly vigilant, strictly implement the 15 hard measures of the Security Committee of the State Council and the 25 specific measures of Poly Group, and do a good job in safety production with higher standards and stricter requirements.

Third, we must improve the risk control system and firmly build three lines of defense for safety.

Safety is above all else, and responsibility is heavier than Mount Taishan. The Safety Production Work Committee of China Haisum should take the lead, and the safety supervision departments of various operating units should closely cooperate, strictly implement the requirements of "Party and government joint responsibility, dual responsibility in one position, joint management and accountability for dereliction of duty", continuously improve the safety risk control system, and effectively establish "three lines of defense" for safety management.

Zhao Guoang emphasized that for the safety production situation, "fundamental improvement" should never be lightly spoken at any time; for safety work evaluation, "significant effectiveness" should never be lightly spoken at any time; for safety production management, "work in place" should never be lightly spoken at any time. Cadres and employees should always tighten the string of safety production, maintain a high-pressure situation of safety production, do a good job in safety production in the fourth quarter and at the beginning and end of the year, and provide strong safety guarantees for the high-quality development of the company with safety ensuring development, and development promoting safety!

During the meeting, participants visited the site of the relocation and renovation project of the 300,000-ton high-grade coated white cardboard machine of Phase II of the Guangdong Guanhao High-Tech Specialty Paper and Coated Paper Industry Base Project, the 60,000-ton specialty paper project of Phase II of the Guanhao High-Tech Specialty Paper and Coated Paper Industry Base Project, and the Guanhao High-Tech Thermal Power Technical Renovation Project.
