Getting a new start with new opportunities.On January 21,Haisum held the 2021 annual work meeting and the Party building work meeting in Shanghai.Guo Jianquan,the Deputy Secretary of the Party Committee,the Director and the General Manager of SinoLight Corporation made his presence and addressed the meeting with important guidance.Zhao Guoang, the Secretary of the Party Committee and the Chairman of Haisum,Chen Rongrong,the Deputy Secretary of the Party Committee and the President of Haisum and members of the leading group made their presence at the meeting. The meeting was presided over by Chen Rongrong.

The meeting was held at the main venue with the aid of the video conference call at the sub-venue.Company leaders,heads of various functional departments,heads of headquarters and head offices participated in the meeting at main venue;and nearly 200 people including other personnel and employee representatives attended the meeting via video conference call at the sub-venue.

The first item on the agenda of the meeting was for Zhao Guoang to convey the spirit of the meeting of heads of central enterprises,the 2021 annual work meeting and the Party building work meeting of Poly Group and SinoLight Corporation. As required by Zhao,all company staff shall deeply understand the guidelines and requirements of the Group Company regarding the development of Haisum to stress the burden of responsibilities at all levels to strive to achieve a good start for the work in the “14th Five-Year Plan” period.

At the meeting,Chen,on behalf of the management team,delivered a work report entitled “Be Bold in Striding Forward to Opening a New Situation for High-quality Development of Haisum in the 14th Five-Year Plan Period”. Chen underlined that it was necessary to focus on the following eight aspects to do a good job in 2021: firstly,do a good job in epidemic prevention and control and strive to complete the annual goals and tasks; secondly,improve political positions and strengthen the Party building; thirdly,improve the planning formulation to deepen reform and development;fourthly,accelerate transformation and upgrading to build an efficient ecosystem;fifthly,reform organizational structure and improve headquarters efficiency;sixthly,deepen audit supervision, and strengthen risk management and control;seventhly,plan for talent construction and build a team of cadres;eighthly,strengthen brand construction to elaborate the growth of Haisum.

At the meeting,Li Yimin,the Deputy Secretary of the Party Committee and Secretary of the Disciplinary Committee of Haisum,on behalf of the Party committee,made a Party building work report entitled“Focusing on High-quality Achievements and Striving for Corporate Reform and Development in a New Era”,reviewing and summarizing the company’s Party building work in 2020.He also made arrangements for the Party building in 2021 from six aspects,including comprehensively implementing the decision-making and deployment of higher-level Party committees,improving the quality of grass-roots Party building work, fully implementing the annual development and reform tasks and stimulating the entrepreneurial energy of cadres and talents,comprehensively promoting the strictly governing the Party,and comprehensively ensuring the harmony and security of the company.

At the meeting,Zhao made a concluding speech entitled “Build Dreams Together, Make Leap-forward Development,and Shape a New Haisum through Innovation and Reform in the New Era”.He recapped the extraordinary year of 2020 the company went through with five keywords: “Fighting the Epidemic”, “Breakthrough through Innovation”, “Strict Risk Control”, “Integration and Co-existence”, and “Regain of the Original Aspiration”, and emphasized that in the face of various uncertainties and risk challenges in the world economy,international security, geopolitics and global development trends,the company must re-establish values, reset strategic goals,restructure organizational systems,reshape core competitiveness and set up incentive mechanisms,and rebuild corporate culture and brand by relying on digitization and intelligence,achieve real transformation and upgrade in its true sense for a scaled,accelerated, efficient,effective,environmentally-friendly and sustainable high-quality development.

For the next stage of work,Zhao put forward specific requirements from six aspects:firstly,redefine the corporate strategy.Through five to eight years of hard work, Haisum is to be rebuilt and become a well-known digital (smart) factory construction brand in China.Secondly,implement organizational reform. Accelerate to establish the headquarters and head offices,straighten out the rights and responsibilities of the headquarters and its subsidiaries and strive to achieve a dynamic balance of professionalism in the system through organizational reform to achieve the integration of operation and management.Thirdly,comb and recreate the process.Sort out the company’s existing management system and business processes,and form a new system and operating mechanism with unblocked communication, improved efficiency,effective control and process control. Fourthly,reshape core competitiveness. Accelerate the cultivation of development-oriented,overseas-oriented,and innovation-oriented market expansion capabilities, operational management capabilities,technological innovation capabilities,capital operation capabilities and risk management capabilities.Fifthly,establish a talent incentive mechanism.According to the company’s strategic needs, effectively implement a diversified incentive mechanism to organically unify the interests of the enterprise and the employees to stimulate the regenerative motivation of executives and entrepreneurs throughout the company.Sixthly,cultivate corporate culture and build the brand.Advocate efficiency, innovation, responsibility,and people-oriented culture internally and expand brand communication channels externally to do a good job in the corporate image of Haisum. Zhao emphasized that in the future,we must continue to adhere to the problem-oriented and goal-driven method,reform and innovation empowerment and strive to achieve safer,more competitive,more integrated and higher-quality development to start a new era of Haisum through innovation and reform with outstanding achievements to celebrate the centenary birthday of the Party.

At the end of the meeting,Guo made an important speech. He put forward three specific requirements based on the Group Company’s work expectations for Haisum:Firstly,build confidence,take the initiative and strive to achieve business goals.It is necessary to improve the political positioning,strengthen the work style and earnestly undertake the responsibility and mission.Take a strategic initiative to turn crises into opportunities to have both epidemic prevention and contract performance in hand to ensure that business goals can be achieved on schedule;secondly, we must face up to shortcomings, pursue excellence and courageously respond to risks and challenges.We have to continue to align to the industrial bench-marking companies and take more pragmatic and powerful measures with a higher position and a farther perspective to promote the enterprise in its market scale expansion,project management and development benefits and improve lean management level as well as creativity in the overall value chain;thirdly,we must break through the bottleneck,be bold in innovation and continue to generate development momentum.It is necessary for us to improve the level of core technology,take the advantage of information technology and AI,and increase development efforts in intelligent design,intelligent operation and maintenance and continuously cultivate new development momentum.We need to advance capital operation and make substantive progress in deepening the reform of mixed ownership, and facilitate the transformation to an “engineering service provider + operation investor”. We need to truly realize the leap-forward development from “design institutes compromise with engineer business” to “engineering companies compromise with the design business” in accordance with the requirements of systematic reforms and overall reconstruction and implementation of specialized platform management.

At the meeting, the 2021 Party Style and Clean Government Building Responsibility Letter, Production and Operation Target Responsibility Letter and Safety Production Responsibility Letter were also signed. The principal heads of the company's headquarters and head offices in various regions conducted special reports and exchanges on the implementation support of the “14th Five-Year Plan”, the second curve of company transformation and innovation, the results of digital construction, and how to help loss-making companies turn losses into profits.

After the meeting, the company also held the 2020 Advanced Commendation Conference and online art performances to commend the advanced collectives and advanced production workers of Poly Group, SinoLight Corporation and Haisum of 2020. The participants watched cultural programs performed by each company in the form of videos.
